time to mark the one-week anniversary of the marathon bombings. at 2:50 this afternoon, the city will observe a moment of silence followed by bell ringing throughout the state. there will also be a private funeral for krystle cambell today. there was a public wake in her hometown of medford sunday. hundreds paid respects to the 29-year-old who friends and family said was always smiling. she never let anything bother her just loved life and a genuine great person. >> reporter: tonight, there will be a memorial service at boston university for lu lingzi, the bu grad student killed in the blast. now, the "l.a. times" is reporting that the mother of the two suspects says both parents will travel to the u.s. to clear their sons' names. she tells them that the uncle of the two boys is a big shot lawyer with a big oil company

and he will help their son find a good lawyer. frank and michelle? >> you're talking about the lawyer. can we say any charges soon? >> reporter: i'm sorry, charges? >> yes. >> reporter: yes, charges are being prepared by the justice department and the u.s. attorney's office. they could be presented to him as soon as today. so the idea that he is conscious and communicating could bring charges sooner. >> how about the wife of his brother, tamerlan tsarnaev? the wife is suppos to talk to investigators, as well. >> reporter: yeah. the fbi has requested that they speak with the wife of tamerlan, the eldest brother who was killed. through her lawyer, she apparently has had no indication that anything was amiss. her husband was home after the bombings. they do want to speak to her. she is right now in long island with her parents and the lawyer is now trying to discuss how to move forward. >> can you talk a little bit about the criticism of the fbi

right now? apparently, a couple of years ago the fbi did talk to one of the brothers. >> reporter: yeah. the fbi interviewed the elder brother tamerlan in 2011. the fbi is coming under question because at the time they found no terror activity. so of course there are a lot of questions now including from some senators on capitol hill as to why these two boys might have fallen through the cracks. could they have prevented this? >> hopefully we'll get some answers soon. susan mcginnis live in boston, thank you. boston was on the minds of runners and spectators at the weekend's london marathon. they observed a moment of silence prior to yesterday's race and wore black ribbons. security forces were increased by 40%. even prince harry was on hand mingling in the crowd. >> no, it was never an option to cancel. >> never an option to cancel that race. they had about 35,000 runners on. in e who finished the

race, a fund to help boston bombings victims was begin $3. we'll have continuing coverage of the boston marathon bombings right here on kpix 5 and kpix.com. stay with us. new this morning, five people includi the gunman were shot and killed during a shootout at an apartment complex in seattle. officers say bullets were flying when they arrived at the scene. they tried to help two injured men in the parking lot when one of them reached for a gun. a total of 8 officers opened fire. investigators later found other victims in two different apartments. no word yet on why the shooting occurred. you can expect delays if you are planning on flying anywhere. air traffic controllers are now being furloughed due to the federal spending cuts. kpix 5 reporter elissa harrington is at sfo this morning to tell us how these furloughs could impact bay area airports. good morning. reporter: these furloughs could lead to some major delays at airports not just here in the bay area, but across the country. that is because there are fewer

air traffic controllers on the job. the faa called for two furlough days for every two-week period to cut more than $600 million from the budget. airlines filed a lawsuit on friday asking a federal court to stop the furlough of air traffic controllers. they say that these cuts in hours will result in travel delays of up to an hour. a travel industry analyst says what's happening is political gamesmanship. >> the faa was shut down a few years ago, flights weren't affected. it seems to me like there is a request or directive out there to take steps so that passengers will be inconvenienced and that they will call their elected officials to get them to take action. >> reporter: here's a live picture of mineta san jose international airport. i only found one 30-minute delay this morning and a couple of 10-minute delays in oakland and sfo is on time. even if sfo avoids furloughs, travelers here could still feel

are recycled so the city of menlo park as well as others in san mateo county are hoping for a change. now, stores in a dozen cities including some unincorporated areas in san mateo county will no longer offer you the option of paper or plastic today so you ghwa to have that reusable bag handy or be prepared to pay 10 cents per paper bag. the board of supervisors approved this new ban back in october. so here's how it works. the ban will apply to all county retail outlets including grocery stores, convenience stores, and pharmacies as well as other shops. the ban does not include restaurant food takeouts or bags used for produce, meat, bulk foods and prescription meds. but here's some good news. we know that in fact here in the city of men, they are offering free reusable bags at different places likely bay area's or recreation or senior centers. live in menlo park, cate caugiran, kpix 5. >> thank you. in california we use 20 billion

omto north flynn. there was a smaller accident. there was a tire in the road caused a minor fender-bender. anyway, it's now out of lanes but look at that. we're already seeing some brake lights now. an unusual amount of slowing for this time of the morning, 24 minutes out of the altamont pass. once you get closer to vasco road in livermore, then speeds improve once again all the way towards the dublin interchange. so here's a live look at the silicon valley commute. looks great on 237 as you can see there's lots of space in between cars. so everything is pretty good. 7 minutes is that drive time between 880 and 101. checking some other drive times, so except for that one westbound 580 drive time in the yellow this morning, the nimitz and the eastshore freeway look clear and mass transit no issues. bart all systems go systemwide on time. muni, caltrain, and ace train number one also reporting no delay. that is a check of your "timesaver traffic." and lawrence says more good weisn thy.

the faa for two furlough days for every two-week perd to cut more than $6 million from the budget. major airports like l.a.x. and chicago's o'hare are and chicago's o'hare are expected to feel the impact with major delays. if flight controllers at sfo escape the furloughs bay area travelers could still feel a domino effect. >> because other airports such as atlanta, dallas/fort worth, chicago, new york and washington will be affected, so the big hubs are going to be affected. if they cough, we catch cold. >> reporter: airlines filed a lawsuit against the faa on friday asking a federal court to stop the furlough of air traffic controllers. faa officials have declined to comment on the suit. live at sfo, elissa harrington, kpix 5. >> how are bear airports looking right now -- how are bay area airports looking right now? >> reporter: i just checked. and mineta san jose international has a few delays this, nothing big. one up to 30 minutes.

and bart we just checked in, so far all trains running on time. that is your "timesaver traffic." back to you guys. >> all right, elizabeth. thank you. checking bay area headlines this morning, richmond police are searching for two gunmen who shot and injured a man on saturday night. it happened on griffin drive. police found the victim in his car. they say the man was targeted. witnesses say the suspects got away in a white suv shortly after the shooting around 8 p.m. on saturday. in hayward a young man who was shot has died. the 26-year-old man was shot saturday around 10:00 in the driveway of a home on franklin avenue. he was taken to the hospital for emergency treatment and died of his injuries yesterday. so far police have no suspects. two huge tunnel boring machines are set to arrive in san francisco this week. they will be used to dig muni's central subway that will connect south of market to chinatown. the work starts in june and the machines will arrive from china in pieces. it's supposed to take four to six tweaks assemble them. they will dig below 4th street

at about 40 feet per day. it is the end of the line in san mateo county for single use plastic bags. the ban goes into effect today in most areas of the county. kpix 5 reporter cate caugiran is in menlo park to explain what the ban covers. good morning. >> reporter: good morning, frank. now, we're live in menlo park. it's just one of the 12 cities and incorporated areas in san mateo county where that ban will take effect today. the hope is to encourage the use of reusable bags and to discourage the use of plastic bags. the board of supervisors approved this ban back in october. the bag ban is as a result of the news that californians use 20 billion plastic bags each year. in menlo park they use about 7 billion a year. the majority of these plastic bags end up in our landfills or out on the streets. researchers have constantly pushed plastic bags have a harmful effect on the environment and wildlife. let's look at where the ban

applies. these include grocery stores, convenience stores, pharmacies as well as other shops. the ban does not include restaurants food takeouts or bags used for produce, meat, bulk foods d prescription meds. we want to make note, if you don't have that reusable bag handy starting today here in those san mateo county cities, you will have to pay 10 cents for a paper bag and that fee is going up in 2015. it will go up to 25 cents per paper bag. so it's a good investment to make right now. live in menlo park, cate caugiran, kpix 5. >> by the end of the year, at least 17 cities in san mateo county will have implemented that plastic bag ban. new this morning, it turns out a new waterfront development deal in oakland requires a substantial down payment from taxpayers. our own phil matier reports that to help swing the deal with chinese backing, oakland has agreed to spend about $25 million in unused redevelopment money. that money would be used to buy

[ laughter ] around the bay area today, we are starting out with some mostly clear skies outside all the way to the coastline. should be a gorgeous day for the beach. sunny and hot inland. then we'll start to see gradual cooling as we head throughout the week. still, that ridge of high pressure dominated our weather with that offshore wind so today, probably the warmest day of the week. and then the temperatures will start to cool off a few degrees each day and i think by wednesday going to see a little fog return to the coastline. no weather-related delays at sfo expected. nice and clear there today about 79 degrees. around the country partly cloudy in houston at 79. rainy and could see some delays into denver, 55. 61 in chicago. and 61 and partly cloudy in new york. around the bay, plenty of sunshine today. the temperatures soaring to 87 degrees in morgan hill. 85 in san jose. about 70 in half moon bay. upper 80s nearly 90 degrees in spots in the east bay. and then as you as you make your way inside the bay should be nice, a gentle sea breeze by

the afternoon, still 75 in san francisco. about 80 for a high in oakland. next couple of days, we'll watch those temperatures cooling off. some fog returns come wednesday to the coastline. cooler temperatures into thursday and possibly friday. all right. let's check the roads now with elizabeth. >> okay. thank you, lawrence. we are getting our first reports of what sounds like a likely injury crash. it's in morgan hill southbound 101 approaching dunn. fire and medics are heading to the scene now. we'll continue to watch that. in the meantime, outside right now towards the nimitz, this is 880 in oakland, near hegenberger, 66th, everything is at the limit towards the downtown oakland exits. so checking the ride now on westbound 580, this has been one of our busier spots. you can see that the cars are beginning to grow. the number of them heading towards the dublin interchange. and what's also growing is the drive time out of the altamont pass and livermore. we had an earlier fender-bender through the livermore valley.

this is the usual commute there. westbound 4 we have starteds to delays in the last 10 minutes approaching hillcrest and the antioch exits. past there good toward concord. this is one of our bigger drive times now. it's actually busy om fr205 to tracy through the altamont pass, 35 miles per hour. so yeah, sensors are pick up a longer line of brake lights now. again, once you get past vasco road now it looks like we see improvement and our sensors turn back to green. it's been green all morning for the silicon valley ride westbound 237. and bart no issues. wanted to mention that everything is so far still on time. that is your "timesaver traffic." back to you guys. >> thank you, liz. stock futures are higher this morning as earnings season continues. >> erica ferrari of cbsmoneywatch.com joins us now. good morning, erica. >> reporter: good morning. on wall street, several major companies including apple, ford and exxonmobil will release their earnings reports this

week. this comes as the market finishes its worst week since november. but the market did manage to recover some of its losses friday. the dow rose 10 points while the nasdaq climbed 39. asian markets were mostly hirer ahead of economic data from china. tokyo's nikkei added 2% a nearly five-year high. hong kong's hang seng added a fraction. investors who on to their boeing stock following the grounding of its new 787 dreamliner are reaping the rewards. the faa approved a fix for the battery problem. boeing was up 19% from its low point this year. it may be a better idea to drive than fly especially now with the cost of a gallon of gas dropping 11 cents in the past two weeks. the new lundberg survey found the national average now stands at 3.54 for a gallon of regular. tulsa, oklahoma, is the cheapest at 3.21 while chicago is the most expensive in the
